The function really is just a simple math helper. Move it into
iwl-utils.c so that it can also be used by iwlmld.

The header files net/gso.h is included twice in iwl-utils.c,
so one inclusion of each can be removed.

Move TSO segment logic from mvm to the iwlwifi level, as this code is
not opmode-dependent and can be shared with the mld driver.
