Add the missing memory barrier to make sure that destination ring
descriptors are read after the head pointers to avoid using stale data
on weakly ordered architectures like aarch64.
The barrier is added to the ath12k_hal_srng_access_begin() helper for
symmetry with follow-on fixes for source ring buffer corruption which
will add barriers to ath12k_hal_srng_access_end().

Users of the Lenovo ThinkPad X13s have reported that Wi-Fi sometimes
breaks and the log fills up with errors like:
ath11k_pci 0006:01:00.0: HTC Rx: insufficient length, got 1484, expected 1492
ath11k_pci 0006:01:00.0: HTC Rx: insufficient length, got 1460, expected 1484
which based on a quick look at the ath11k driver seemed to indicate some
kind of ring-buffer corruption.
Miaoqing Pan tracked it down to the host seeing the updated destination
ring head pointer before the updated descriptor, and the error handling
for that in turn leaves the ring buffer in an inconsistent state.
While this has not yet been observed with ath12k, the ring-buffer
implementation is very similar to the ath11k one and it suffers from the
same bugs.
Add the missing memory barrier to make sure that the descriptor is read
after the head pointer to address the root cause of the corruption while
fixing up the error handling in case there are ever any (ordering) bugs
on the device side.
Note that the READ_ONCE() are only needed to avoid compiler mischief in
case the ring-buffer helpers are ever inlined.

Add ath12k_hw_params for new ath12k AHB based WiFi device IPQ5332.
Some hardware parameters like hw_ops, wmi_init & hal_ops are same
between IPQ5332 and QCN9274, hence use these same parameters for
IPQ5332.

ath12k is a new mac80211 driver for Qualcomm Wi-Fi 7 devices, first
supporting QCN9274 and WCN7850 PCI devices. QCN9274 supports both AP
and station; WCN7850 supports only station mode. Monitor mode is not
(yet) supported. Only PCI bus devices are supported.
ath12k is forked from an earlier version of ath11k. It was simpler to
have a "clean start" for the new generation and not try to share the
code with ath11k. This makes maintenance easier and avoids major
changes in ath11k, which would have significantly increased the risk
of regressions in existing setups.
ath12k uses le32 and cpu_to_le32() macros to handle endian
conversions, instead of using the firmware byte swap feature utilized
by ath11k. There is only one kernel module, named ath12k.ko.
Currently ath12k only supports HE mode (IEEE 802.11ax) or older, but
work is ongoing to add EHT mode (IEEE 802.11be) support.
The size of the driver is ~41 kLOC and 45 files. To make the review
easier, this initial version of ath12k does not support Device Tree,
debugfs or any other extra features. Those will be added later, after
ath12k is accepted to upstream.
The driver is build tested by Intel's kernel test robot with both GCC
and Clang. Sparse reports no warnings. The driver is mostly free of
checkpatch warnings, albeit few of the warnings are omitted on
purpose, list of them here:
