Only use the ms granularity wait in snb_pcode_write_timeout(), primarily
to better align with the xe driver, which also only has the millisecond
wait.
Use an arbitrary 250 us fast wait before the specified ms wait, and have
snb_pcode_write() default to 1 ms.
This means snb_pcode_write() and snb_pcode_write_timeout() will always
be sleeping functions. There should not be any atomic users for pcode
writes though, and any display code using pcode via xe has already been
non-atomic. The uncore wait will do a might_sleep() annotation that
should catch any problems.

Some dGfx pcode commands take additional sub-commands and parameters. Add a
couple of helpers to help formatting these commands to improve code
readability.

Each gt contains an independent instance of pcode. Extend pcode functions
to interface with pcode on different gt's. To avoid creating dependency of
display functionality on intel_gt, pcode function interfaces are exposed in
terms of uncore rather than intel_gt. Callers have been converted to pass
in the appropritate (i915 or intel_gt) uncore to the pcode functions.

The snb+ pcode mailbox code is not sideband, so split it out to a
separate file. As can be seen from the #include changes, very few places
use both sideband and pcode.
