Revise the power measurement logic to save and evaluate energy values.
Previously, the test only checked whether the system had entered the RC6
state, without considering any potential interruptions in that state.
This update introduces a threshold check to ensure that the GPU remains
in the RC6 state properly during the specified sleep duration.

msleep is very imprecise for timeouts shorter than 20
milliseconds and most probably will sleep longer. Use
uslee_range() instead.

Add RC6 & RC0 frequency printing to ensure accurate energy
readings aimed at addressing GPU energy leaks and power
measurement failures.
Also update sleep time for RC6 mode to match RC0.

Sometimes gt_pm live_rc6_manual selftest fails due to no power being
measured for the rc6 disabled period. Therefore increasing the rc6 disable
period from 250ms to 1000ms to rule out such sporadic failure.

Previously RC6 residency functions directly accepted RC6 residency register
MMIO offsets (there are four RC6 residency registers). This worked but
required an assumption on the residency register layout so was not future
proof.
Therefore change RC6 residency functions to accept RC6 residency types
instead of register MMIO offsets. The knowledge of register offsets as well
as ID to offset mapping is now maintained solely in intel_rc6 and can be
tailored for different platforms and different register layouts as need
arises.

RAPL provides an on-package power measurements which does not encompass
discrete graphics, so let's avoid using the igfx masurements when testing
dgfx. Later we will abstract the simple librapl interface over hwmon so
that we can verify basic power consumption scenarios.

We infrequently use the direct i915 backpointer from the i915_request,
so do we really need to waste the space in the struct for it? 8 bytes
from the most frequently allocated struct vs an 3 bytes and pointer
chasing in using rq->engine->i915?

On Ivybridge, we can go lower than rc6 to rc6p. And this is required for
Ivybridge to hit the same minimum power consumption as rc6 on other
platforms, so make it so.
v2: Update selftest to include all rc6 residency counters
Note that Andi did mention that we should be converting the magic
numbers into opaque magic macros, so if they ever get reused (unlikely
given only Ivybridge used the extra modes) we'll need to pay back the
technical debt.

Measure and compare the energy consumed, as reported by the rapl MSR,
by the GPU while in RC0 and RC6 states. Throw an error if RC6 does not
at least halve the energy consumption of RC0, as this more than likely
means we failed to enter RC0 correctly.
If we can't measure the energy draw with the MSR, then it will report 0
for both measurements. Since the measurement works on all gen6+, this seems
worth flagging as an error.

Include the current RC6 residency counter in the error message, so that
if we fail to park and manually enter RC6 we can see if the counter has
a particularly suspect value (such as 0).

Allocate only an internal intel_context for the kernel_context, forgoing
a global GEM context for internal use as we only require a separate
address space (for our own protection).
Now having weaned GT from requiring ce->gem_context, we can stop
referencing it entirely. This also means we no longer have to create random
and unnecessary GEM contexts for internal use.
GEM contexts are now entirely for tracking GEM clients, and intel_context
the execution environment on the GPU.

Now that we rapidly park the GT when the GPU idles, we often find
ourselves idling faster than the RC6 promotion timer. Thus if we tell
the GPU to enter RC6 manually as we park, we can do so quicker (by
around 50ms, half an EI on average) and marginally increase our
powersaving across all execlists platforms.
