To simplify with maintenance let's move the bcm power-domain drivers to the
new genpd directory. Going forward, patches are intended to be managed
through a separate git tree, according to MAINTAINERS.
While moving the drivers, we end up with a directory for bcm63xx that only
contains a Kconfig file, which seems a bit silly. Let's therefore also move
the Kconfig options into the Kconfig file a directory above, as it allows
us to drop the directory too.

Since commit 8b41fc4454e ("kbuild: create modules.builtin without
Makefile.modbuiltin or tristate.conf"), MODULE_LICENSE declarations
are used to identify modules. As a consequence, uses of the macro
in non-modules will cause modprobe to misidentify their containing
object file as a module when it is not (false positives), and modprobe
might succeed rather than failing with a suitable error message.
So remove it in the files in this commit, none of which can be built as
modules.

In BCM2711 the new RPiVid ASB took over V3D. The old ASB is still present
with the ISP and H264 bits, and V3D is in the same place in the new ASB
as the old one.
Use the fact that 'pm->rpivid_asb' is populated as a hint that we're on
BCM2711.

The macros in order to access the ASB registers have a hard coded base
address. So extending them for other platforms would make them harder
to read. As a solution resolve these macros.

The functions to control the async AXI bridges are almost identical.
So define a general function to handle it and keep the original ones as
wrapper. This should make this driver easier to extend.

The clock driver may probe after ours and so we need to pass the
-EPROBE_DEFER out. Fix the other error path while we're here.
v2: Use dom->name instead of dom->gov as the flag for initialized
domains, since we aren't setting up a governor. Make sure to
clear ->clk when no clk is present in the DT.

This provides a free software alternative to raspberrypi-power.c's
firmware calls to manage power domains. It also exposes a reset line,
where previously the vc4 driver had to try to force power off the
domain in order to trigger a reset.
