The RK3588 has an offset into the OTP area where the readable area begins
and automatically adds this to the start address.
Other variants are very much similar to rk3588, just with a different
offset, so move that value into variant-data.
To match the size in bytes, store this value also in bytes and not in
number of blocks.

In preparation to support new Rockchip OTP memory devices with different
clock configurations and register layout, extend rockchip_data struct
with the related members: clks, num_clks, reg_read.
Additionally, to avoid managing redundant driver data, drop num_clks
member from rockchip_otp struct and update all references to point to
the equivalent member in rockchip_data.

Newer Rockchip socs like the px30 use a different one-time-programmable
memory controller for things like cpu-id and leakage information,
so add the necessary driver for it.
