The currently used function pci_request_regions() is one of the
problematic "hybrid devres" PCI functions, which are sometimes managed
through devres, and sometimes not (depending on whether
pci_enable_device() or pcim_enable_device() has been called before).
The PCI subsystem wants to remove this behavior and, therefore, needs to
port all users to functions that don't have this problem.
Furthermore, the PCI function being managed implies that it's not
necessary to call pci_release_regions() manually.
Remove the calls to pci_release_regions().
Replace pci_request_regions() with pcim_request_all_regions().

There has already been an issue with the handling of early exits from
device_for_each_child() in this driver, and it was solved with commit
b1de5c78ebe9 ("net: mdio: thunder: Add missing fwnode_handle_put()") by
adding a call to fwnode_handle_put() right after the loop.
That solution is valid indeed, but if a new error path with a 'return'
is added to the loop, this solution will fail. A more secure approach
is using the scoped variant of the macro, which automatically
decrements the refcount of the child node when it goes out of scope,
removing the need for explicit calls to fwnode_handle_put().

In device_for_each_child_node(), we should add fwnode_handle_put()
when break out of the iteration device_for_each_child_node()
as it will automatically increase and decrease the refcounter.

The cavium IP can perform both C22 and C45 transfers. Create separate
functions for each and register the C45 versions in both the octeon
and thunder bus driver.

'bus->mii_bus' have been allocated with 'devm_mdiobus_alloc_size()' in the
probe function. So it must not be freed explicitly or there will be a
double free.
Remove the incorrect 'mdiobus_free' in the remove function.

Move all the MDIO drivers and multiplexers into drivers/net/mdio. The
mdio core is however left in the phy directory, due to mutual
dependencies between the MDIO core and the PHY core.
Take this opportunity to sort the Kconfig based on the menuconfig
strings, and move the multiplexers to the end with a separating
comment.
