The existing mv88e6390_g2_scratch_gpio_set_smi() cannot be used on the
88E6393X as it requires certain P0_MODE, it also checks the CPU mode
as it impacts the bit setting value.
This is all irrelevant for Amethyst (MV88E6191X/6193X/6393X) as only
the default value of the SMI_PHY Config bit is set to CPU_MGD bootstrap
pin value but it can be changed without restrictions so that GPIO pins
9 and 10 are used as SMI pins.
So, introduce Amethyst specific function and call that if the Amethyst
family wants to setup the external PHY.

The name mv88e6xxx_g2_scratch_gpio_set_smi is a bit ambiguous as it appears
to only be applicable to the 6390 family, so lets rename it to
mv88e6390_g2_scratch_gpio_set_smi to make it more obvious.

Commit 0b5294483c35 ("net: dsa: mv88e6xxx: scratch: Fixup kerneldoc")
has addressed some but not all kerneldoc warnings for the Global 2
Scratch register accessors. Namely, we have some mismatches between
the function names in the kerneldoc and the ones in the actual code.
Let's adjust the comments so that they match the functions they're
sitting next to.

Now that we have proper Wait Bit and Wait Mask routines, remove the
unused mv88e6xxx_wait routine and its Global 1 and Global 2 variants.
The indirect tables such as the Device Mapping Table or Priority
Override Table make use of an Update bit to distinguish reading (0)
from writing (1) operations. After a write operation occurs, the bit
self clears right away so there's no need to wait on it. Thus keep
things simple and remove the mv88e6xxx_update helper as well.

MV88E6352 and later switches support GPIO control through the "Scratch
& Misc" global2 register. Two of the pins controlled this way on the
mv88e6390 family are the external MDIO pins. They can either by used
as part of the MII interface for port 0, GPIOs, or MDIO. Add a
function to configure them for MDIO, if possible, and call it when
registering the external MDIO bus.

MV88E6352 and later switches support GPIO control through the "Scratch
& Misc" global2 register. (Older switches do too, though with a slightly
different register interface. Only the 6352-style is implemented here.)
Add a new file, global2_scratch.c, for operations in the Scratch & Misc
space. Additionally, add a GPIO operations structure to present an
abstract view over GPIO manipulation.
Reverse Christmas tree and unsigned has been replaced with unsigned
int by Andrew Lunn.
