As discussed a lot in the past, the UBWC config must be coherent across
a number of IP blocks (currently display and GPU, but it also may/will
concern camera/video as the drivers evolve).
So far, we've been trying to keep the values reasonable in each of the
two drivers separately, but it really make sense to do so centrally,
especially given certain fields (e.g. HBB) may need to be gathered
dynamically.
To reduce room for error, move to fetching the config from a central
source, so that the data programmed into the hardware is consistent
across all multimedia blocks that request it.

The macrotile_mode is a flag, not a bit value. Use true/false values to
set it rather than 1/0.

Follow other msm_mdss_setup_ubwc_dec_nn functions and use individual
bits instead of just specifying the value to be programmed to the
UBWC_STATIC register.

corresponding bitfields and use them to setup the register value.

Apart from the already handled data bus (MAS_MDP_Pn<->DDR), there's
another path that needs to be handled to ensure MDSS functions properly,
namely the "reg bus", a.k.a the CPU-MDSS interconnect.
Gating that path may have a variety of effects, from none to otherwise
inexplicable DSI timeouts.
Provide a way for MDSS driver to vote on this bus.
A note regarding vote values. Newer platforms have corresponding
bandwidth values in the vendor DT files. For the older platforms there
was a static vote in the mdss_mdp and rotator drivers. I choose to be
conservative here and choose this value as a default.

DPU programming requires knowledge of some of UBWC parameters. This
results in duplication of UBWC data between MDSS and DPU drivers. Export
the required data from MDSS driver.
