This driver has never been used in the DT files merged to the kernel.
According to Sibi, it only worked on the pre-production devices. For the
production devices this functionality has been moved to the firmware.
Drop the driver to remove possible confusion.

Drivers that enable runtime PM must make sure that the controller is
runtime resumed before accessing its registers to prevent the power
domain from being disabled.

Use two new helpers instead of pm_runtime_enable() and pm_clk_create(),
removing the need for calling pm_runtime_disable and pm_clk_destroy().
