This check is superfluous now that the minimum version of binutils to
build the kernel is 2.25. This also fixes an error seen with
llvm-objdump because it does not support '-v' prior to LLVM 13:
llvm-objdump: error: unknown argument '-v'

Different version of objdump says its version in different way;
GNU objdump 2.16.1
or
GNU objdump version 2.19.51.0.14-1.fc11 20090722
This patch uses the first argument which starts with a number
as version string.

Check objdump version before using it for insn decoder build test,
because some older objdump can't decode AVX code correctly.
