The "clock-latency" property is part of the deprecated opp-v1 binding
and is redundant if the opp-v2 table has equal or larger values in any
"clock-latency-ns". Add any missing "clock-latency-ns" properties and
remove "clock-latency".

Amlogic G12B devices experience CPU stalls and random board wedges when
the system idles and CPU cores clock down to lower opp points. Recent
vendor kernels include a change to remove 100-250MHz and other distro
sources also remove the 500/667MHz points. Unless all 100-667Mhz opps
are removed or the CPU governor forced to performance stalls are still
observed, so let's remove them to improve stability and uptime.

Meson g12b ships with a low-speed (S922X) and high-speed (A311D) variant
so remove cpu_opp_table nodes in meson-g12b.dtsi and create two new dtsi
that can be included in device-specific dts files. Opp points were taken
from the vendor BSP kernel.
Also make meson-g12b-odroid-n2.dts include the new meson-g12b-s922x.dtsi.
