cpufreq: Convert `/// SAFETY` lines to `# Safety` sections
Replace `/// SAFETY` comments in doc comments with proper `# Safety`
sections, as per rustdoc conventions.
Also mark the C FFI callbacks as `unsafe` to correctly reflect their
safety requirements.
