wifi: iwlwifi: mvm/fw: Avoid -Wflex-array-member-not-at-end warnings
-Wflex-array-member-not-at-end was introduced in GCC-14, and we are getting ready to enable it, globally. We have a flexible struct iwl_tx_cmd_v6 in the middle of a few structs, but those don't even need the flexible part. So, we add iwl_tx_cmd_v6_params, that will contain everything except the flexible array and use this one for the containing structs. Also, as part of the refactoring remove unused flex array `payload`.
