* Makefile.am (AUTOMAKE_OPTIONS): Remove variable after having moved
the `gnu' option to...
* configure.ac (AM_INIT_AUTOMAKE): ... here.
Bump version to 1.3.1.99.
* NEWS: Update.
* README: Likewise.
