The k1/k2 pixel rate dividers in dccg should only be updated on stream enable
and do not actually depend on whether odm combine is active.
This removes an on flip update of these and fixes the calculate function

[Why]
Hardware implements root clock gating by utilizing the DPP DTO registers
with a special case of DTO enabled, phase = 0, modulo = 1. This
conflicts with our policy to always update the DPPDTO for cases where
it's expected to be disabled.
The pipes unexpectedly enter a higher power state than expected because
of this programming flow.
[How]
Guard the upper layers of HWSS against this hardware quirk with
programming the register with an internal state flag in DCCG.
While technically acting as global state for the DCCG, HWSS shouldn't be
expected to understand the hardware quirk for having DTO disabled
causing more power than DTO enabled with this specific setting.
This also prevents sequencing errors from occuring in the future if
we have to program DPP DTO in multiple locations.

[WHY and HOW]
Currently, on DCN32 we have an old workaround to resolve a DIO FIFO
speed issue when writing to the OTG DIVIDER register. However, this
workaround is not safe as we should be applying the DIO FIFO rampup
logic when the OTG re disabled along with the encoders. This new
workaround accounts for this. If the workaround sequence is incorrect,
like it is was, there is a chance we might hang. this new
workaround was first implemented in DCN314.

To enable root clock optimizations, we need a number of
register writes and need to account for the difference
in DPSTREAMCLK between DCN31 and DCN314. To prevent
issues, add a number of register writes to

which is mostly in alignment with dccg31_init() but
accounts for the new DPSTREAMCLK sequence.

[Why]
DPP Root clock optimization when combined with 4to1 MPC combine results
in the screen turning black.
This is because the DPPCLK is stopped during the middle of an
optimize_bandwidth sequence during commit_minimal_transition without
going through plane power down/power up.
[How]
The intent of a 0Hz DPP clock through update_clocks is to disable the
DTO. This differs from the behavior of stopping the DPPCLK entirely
(utilizing a 0Hz clock on some ASIC) so it's better to move this logic
to reside next to plane power up/power down where we gate the HUBP/DPP
DOMAIN.
The new sequence should be:
Power down: PG enabled -> RCO on
Power up: RCO off -> PG disabled
Rename power_on_plane to power_on_plane_resources to reflect the
actual operation that's occurring.

[Why & How]
All dc subcomponents should call another dc component via function pointers
stored in a component structure. This is part of dc coding convention since
the beginning. The reason behind this is to improve encapsulation and
polymorphism. The function contract is extracted into a single link service
structure defined in link.h header file and implemented only in link_factory.c instead
of spreading across multiple files in link component file structure.

The fields blends_with_above and blends_with_below of struct
dc_plane_cap (defined in dc/dc.h) are boolean and set to true by
default. All instances of a dc_plane_cap maintain the default values of
both. Also, there is only one if statement that checks those fields and
there would be the same effect if it was deleted (assuming that those
fields are always going to be true).
For this reason, considering both fields as legacy ones, this commit
removes them and the aforementioned if statement.

[Why]
Pixel rate divider values should never be set to N/A (0xF) as the K1/K2
field is only 1/2 bits wide.
[How]
Set valid divider values for virtual and FRL/DP2 cases.

[Why]
A hack was used to access DWB register due to difference in the register
naming convention which was not compatible with existing SR/SRI* macros.
The additional macro needed were added to dwb ip specific header file
(dcnxx_dwb.h) instead of soc resource file (dcnxx_resource.c). Due to
this pattern, BASE macro had to be redefined in dcnxx_dwb.h, which in
turn needed us to undefine them in the resource file.
[How]
Add a separate macro for DWB access to the resource files that need it
instead of defining them in DWB ip header file. This will enable us to
reuse the BASE macro defined in the resource file.

[Why]
dcn314 uses optc2_configure_crc() that wraps
optc1_configure_crc() + set additional registers
not applicable to dcn314.
It's not critical but when used leads to warning like:
WARNING: drivers/gpu/drm/amd/amdgpu/../display/dc/dc_helper.c
Call Trace:
<TASK>
generic_reg_set_ex+0x6d/0xe0 [amdgpu]
optc2_configure_crc+0x60/0x80 [amdgpu]
dc_stream_configure_crc+0x129/0x150 [amdgpu]
amdgpu_dm_crtc_configure_crc_source+0x5d/0xe0 [amdgpu]
[How]
Use optc1_configure_crc() directly

[Why]
The link enablement sequence can end up resetting the encoder while
the PHY symclk isn't yet on.
This means that waiting for symclk on will timeout, along with the reset
bit never asserting high.
This causes unnecessary delay when enabling the link and produces a
warning affecting multiple IGT tests.
[How]
Don't wait for the symclk to be on here because firmware already does.
Don't wait for reset if we know the symclk isn't on.
Split the reset into a helper function that checks the bit and decides
whether or not a delay is sufficient.
