There are only a handful of users of gpio_export() and
related functions.
As these are just wrappers around the modern gpiod_export()
helper, remove the wrappers and open-code the gpio_to_desc
in all callers to shrink the legacy API.

gpio_set_debounce() only has a single user, which is trivially
converted to gpiod_set_debounce().

irq_to_gpio() is legacy and unused API, remove it for good.
This leaves gpio_to_irq() as it's used yet in many places.
Nevertheless, removal of its counterpart is a good signal
to whoever even trying to consider using them that do not.

ARCH_NR_GPIOS have been removed, clean up the documentation.
After this patch, the only place when ARCH_NR_GPIOS remains is in
translations/zh_CN/gpio.txt and translations/zh_TW/gpio.txt.
I don't have the skills to update that, anyway those two files are
already out of sync as they are still mentionning ARCH_REQUIRE_GPIOLIB
which was removed by commit 65053e1a7743 ("gpio: delete
ARCH_[WANTS_OPTIONAL|REQUIRE]_GPIOLIB")

pinctl is not ideal as pinctrl (with an 'r') is much more common. Linus
state that pin-control.rst would be the best name for the documentation.

According to the manpage of poll(2) and also looking at the respective
syscall providing POLLERR in .events is a no-op. So don't recommend
using it.

Move gpio/gpio-legacy.txt to driver-api/gpio/legacy.rst and make sure it
builds cleanly as ReST.
Also move the legacy API reference from index.rst to legacy.rst.
