($(objpfx)ldconfig): Removed.
* Rules (binaries-all, binaries-static, binaries-shared): New.
Create targets for $(binaries-static) and $(binaries-shared).
* Makeconfig (+link-static, link-libc-static,
link-extra-libs-static): New for static linking.
