* wcsmbs/wchar.h (WCHAR_MIN, WCHAR_MAX): Use all-numeric values.
* sysdeps/generic/stdint.h: Correct WCHAR_MIN, WCHAR_MAX, and
WINT_MAX values.
* wctype/wctype.h: Remove incorrect towlower/towupper optimizations.
