hurd: Fix posix options
_POSIX_CHOWN_RESTRICTED and _POSIX_NO_TRUNC should be always defined.
* sysdeps/mach/hurd/bits/posix_opt.h (_POSIX_CHOWN_RESTRICTED,
_POSIX_NO_TRUNC): Define to 0.
