* iconvdata/brf.c: New file.
* iconvdata/Makefile: Add rules to build BRF.
* iconvdata/TESTS: Add BRF entry.
* iconvdata/gconv-modules: Likewise.
* iconvdata/tst-tables.sh: Likewise.
* iconvdata/testdata/BRF: New file.
* iconvdata/testdata/BRF..UTF8: New file.
