Update.

* ctype/Makefile (routines): Add isctype.
* ctype/Versions (libc): Export isctype and __isctype for GLIBC_2.3.
* ctype/ctype.h: Add declaration of isctype.
* include/ctype.h: Declare __isctype.
* ctype/isctype.c: New file.
