* configure.in: Grok --with-cpu=CPU option. If given, search for
sysdeps/.../machine/CPU subdirs, and give error if none are found.
* configure: Regenerated.
* config.make.in (with-cpu): New substituted variable.
* Makeconfig (+cflags): Add -mcpu=$(with-cpu) if set.
