* README.template: Minimum Linux kernel for powerpc64 is 2.4.19.
* sysdeps/unix/sysv/linux/powerpc/bits/ipc.h (struct ipc_perm):
Use __uint32_t and __uint64_t for __seq, __pad1, __unused[12] fields
so they are consistent between PPC32 and PPC64.
