Include ../Makeconfig if it exists.
(subdir): Export it.
(find-includes): Output variable name is $(@F), not $@.
(distribute): Export it.
(mostlyclean, distclean, realclean, clean, subdir_clean): New targets.
(install, subdir_install): New targets.
(infodir, prefix, INSTALL_DATA, INSTALL): Define vars if undefined.
($(infodir)/libc.info): New target.
(dist): Use ../Make-dist if it exists.
(glibc-targets): New variable.
($(glibc-targets)): Make no-op targets.
