Put the static-only routines in a separate library.
* Makeconfig (libtype.oS, CFLAGS-.oS, CPPFLAGS-.oS): New
variables.
(all-object-suffixes): Add .oS.
* Makerules (libc_static-name): New variable.
(installed-libcs): Add libc_nonshared.a.
($(inst_libdir)/libc.so): Use libc_nonshared.a instead of libc.a.
(object-suffixes-for-rules): New variable. Use it instead of
object-suffixes for generating compilation rules.
(rmobjs): Also remove *.oS.
* Rules (subdir_lib): Depend on $(objpfx)stamp.oS.
($(objpfx)stamp.oS): New target.
