* grp/Makefile: Define USE_NSCD in CFLAGS for getgrnam_r.c and
getgrgid_r.c if thread package is available.
* pwd/Makefile: Likewise.
* grp/getgrnam_r.c: Remove USE_NSCD definition.
* grp/getgrgid_r.c: Likewise.
* pwd/getpwnam_r.c: Likewise.
* pwd/getpwuid_r.c: Likewise.
