* wcsmbs/wcsnlen.c: Don't reference before checking the length.
* string/stratcliff.c: Make usable to test wide char functions.
* wcsmbs/wcsatcliff.c: New file.
* wcsmbs/Makefiel (tests): Add wcsatcliff.
