* strftime.c (strftime): When invoking self, check whether the subsidiary invocation failed. Use "???" (not "") to denote unknown time zone information. Make this source file portable to standalone contexts (e.g. GNU Emacs). <config.h>: Include if HAVE_CONFIG_H is defined.
